If 6,000 counts per minute of radiation was okay yesterday, then 100,000 must be okay today! Right?

Unlike an athletic contest, with radiation exposure more is not good! If 6,000 counts per minute of radiation exposure in Japan was on the outer edge of okay as of yesterday, can 100,000 counts per minute now be okay today? This is apparently the finding of the Japanese government. The 6,000 counts per minute was the prior level at which decontamination was required, raised to a level of 100,000 counts per minute today.
