OK, let’s not let our blood pressure rise too far because this legislation is just Congress’ attempt to legislate under the power delegated to in Article I, Section 8, Clause 17 of the federal Constitution.   Congress has the responsibility to the people situated in all federal territory (equal in size to the largest States of the Union) the same as State Legislators in the 50 Union States have to the people situated in their Union States.   Consequently, if you live in anyone of the Union State, this legislation doesn’t affect you in the least; however if you live in federal territory it definitely something you need to mindful of.   For the inhabitants of the Union States it is just one more example of a hyper distraction to keep them from getting to them main nugget of political catastrophes  which really does need their attention, namely the issue of Union State Sovereignty.
