What's interesting about all this advanced technology is, it isn't developed by law enforcement. It is developed by technicians and engineers and scientists. And most of it is available to any group who wants to implement it.

Soon we might see robots that hunt down people. But we just might see all kinds of robots that hunt down other robots.
