A 13 year old trying to help out his family who has fallen on hard times has been shut down by authorities for a zoning violation in regard to the hot dog cart he hoped to set up. After saving up, getting the proper insurance, and jumping through the necessary hoops he thought he was about to start his dream. However, he was shut down before he even started as city officials cited a zoning violation that also served to shield other businesses from competition.
