The article doesn't make a whole lot of sense. What (for example) is "an incomplete half triangle?"

And as for aligning hand gun sights and seeing the target, that's not the problem. The problem is trigger control, and keeping the sights aligned while pressing the trigger.

There have been numerous things over the years which have made sighting a hand gun (or rifle) easier. Telescopic sights are the first to come to mind. A telescopic sight for example, eliminates one of the sights on a firearm -- just place the cross-hairs on the target and press the trigger.

The same is true of some modern hand gun sights. Sights like the Aim Point, Optima, C-More, and Gilmore Red Leader.  They show a red dot on a half-silvered lens, and all you have to do is to put the dot on the target.  No alignment necessary.

Until I have more information about this new sight, I'll just have to classify it as another Buck Rogers Blart-and Bonkus gismo.
