OK, you’ve caught me in a rare moment of sarcasm. Maybe I wasn't really that surprised. After all, government bureaucrats attempt to control what types of substances you put into your body, what kind of work you do with your body, and even how you can legally dispose of your body after death; it makes perfect sense that they would also scramble for power over what parts of your body should remain attached. Yes, that’s right. The CDC is now considering a campaign for universal circumcision in the US.
The reason for pushing this one-size-fits-all policy stems from the results of several studies, all done in Africa, which have demonstrated the benefits of male circumcision for reducing the transmission of HIV.

A mortgage-industry trade group is calling for Congress to transform Fannie Mae and Freddie Mac into several smaller privately held companies that would issue mortgage securities carrying an explicit government guarantee.
The proposed framework, to be released Wednesday by the Mortgage Bankers Association, would give successor entities to Fannie and Freddie the authority to create securities backed by certain types of mortgages. The new companies would guarantee the securities against defaults on the underlying mortgages.
Some foreign investors in China and elsewhere lost confidence in that fuzzy implied guarantee last year and reduced their holdings of the companies' debt, though the U.S. government has propped up Fannie and Freddie with capital infusions.
"If we're going to restore and maintain investor confidence and...consistent liquidity, that is going to require an explicit backstop," said John Courson, chief executive and president of the MBA.

The push to name a successor to the late Sen. Edward M. Kennedy gained momentum Monday, with state lawmakers scheduling a hearing on whether to allow an appointee to serve until a special election in January.
Before he died last week, Kennedy had asked Massachusetts lawmakers to change state law to let the governor name an interim appointee to serve until voters can choose a permanent replacement. Current Massachusetts law does not allow an interim appointee.
"This is the only way to ensure that Massachusetts is fully represented," Patrick said, but cautioned that "I don't think by any means it is a certainty it will happen."
Patrick says the special election to fill Kennedy's seat will be held Tuesday, January 19, 2010.
Ousted Illinois Gov. Rod Blagojevich says in a new book that White House chief of staff Rahm Emanuel wanted his help in arranging to leave the Obama administration after two years to reclaim his seat in Congress.
Blagojevich writes in "The Governor" that Emanuel spoke with him about whether it was possible to appoint a "placeholder" to the congressional seat Emanuel was giving up so that he could win back the seat in 2010 and continue his efforts to become speaker some day.

General Motors said on Sunday it has agreed to set up a light commercial vehicle production venture with major Chinese automaker FAW Group, with total investment of 2 billion yuan ($293 million).
The 50-50 joint venture, based in the northeast China city of Changchun in Jilin province, will make light-duty trucks and vans, GM said in a statement.
"For us in China, this is an important complement to the rest of our portfolio," Kevin Wale, president and managing director for GM's China operations, told reporters in a conference call.
"We are well established in passenger vehicles and mini commercial vehicles and we haven't had a presence in the truck segment. Adding a truck portfolio rounds that out."
The venture will use two existing FAW plants in Changchun and the city of Harbin, also in the northeast, with combined annual capacity of roughly 90,000 vehicles, Wale said.
Neither Democratic Mayor Eddie Perez nor his attorney has detailed the charges, which are expected to involve a no-bid contract to former Democratic state Rep. Abraham Giles.
State investigators have been looking into a parking lot deal between the city and Giles since 2007. The deal included a $100,000 lease termination fee for Giles to vacate a city lot.

The flood of debt that the US is taking on in its efforts rescue to economy will combine with huge social insurance obligations--Medicare, MedicaidSocial Security--to create an unsustainable level of public indebtedness, economist Jeffrey Rogers Hummel argues in at length here.
Faced with this mountain of debt, policy makers will have just two choices: repudiate the debt or engage in hyper inflation to monetize it, Hummel writes. And faced with that choice the Treasury will likely protect the currency and default on Treasuries.

A month after they voted to punish some corporate executives for taking hefty bonus payouts, members of the House of Representatives quietly gave their own staffers a new potential bonus by making even their top-earning aides eligible for taxpayer dollars to repay their student loans.
The change, which took effect in May, means House employees earning up to $168,411, or the top level, are now eligible for government-funded subsidies to help pay down their student loans.
House officials defend the change as a job-related benefit necessary to keep the government competitive in the hiring market - the same argument corporate chieftains used to defend their own pay scales.

Oh yes, America’s fiscal situation is a dreadful mess.
The White House says the federal government will run a $9 trillion budget deficit over the next decade. As a percentage of the total economy, the United States looks to have an astounding debt-to-GDP ratio of 11 percent this year, with that number declining to around 4 percent from 2015 though 2019. And total debt held by the public will rise to 68 percent of GDP by that year versus 33 percent in 2001.
Those numbers, however, are actually a bit on the rosy side. In his blog, Douglas Elmendorf, director of the Congressional Budget Office, notes that the forecasts presume no change in current tax laws, such as the continued existence of the Bush tax cuts and the alternative minimum tax (AMT), which grabs more and more taxpayers ever year at a lower and lower income level.

Medicare is required by law to pay full retail prices for drugs that could be obtained for far less in a competitive-bidding system.

The Federal Reserve must make public reports about recipients of
emergency loans from U.S. taxpayers under programs created to address
the financial crisis, a federal judge ruled.
This is in relation to a lawsuit filed by Bloomberg LP against the
Federal Reserve on November 7, 2008, in Southern District of New York
(08-09595), in which Bloomberg sought material loan and collateral data
in relation to emergency loans released by the Fed, and which were
previously claimed to be non-FOIAble.
This is a large blow against the Fed and specifically against
organizations using FOIA loopholes from providing critical information,
specifically in cases involving trillions of taxpayer dollars bailing
out huge, systematically and politically embedded financial
organizations.

Is your toilet a clunker?
Well, if it was made before 1991 and uses more than 3ƒ gallons per flush, then you’ve got a clunker.
And Tucson Water wants you to get rid of it. The utility is offering to pay half the cost of high-efficiency toilets for its customers to get rid of the water-wasting potties. The high-efficiency toilets use less than 1.3 gallons per flush. Mind you, these are not to be confused with low-flow toilets, which use about 1.6 gallons per flush.

BusinessWeek reports that the Department of Energy will use stimulus cash to offer rebates of up to $200 for the purchase of high-efficiency household appliances. (You don’t need to turn in your old one.) The department has up to $300 million to spend on the program, which only covers appliances with an Energy Star seal. According to BusinessWeek, the industry could use the help: Shipments of washers, dryers, refrigerators and ovens fell by 10 percent in 2008.

Where's it going to come from?
This is a critical question, because resistance on the part of creditors will drive up interest rates, clobbering the housing market and demolishing the value of whatever cash savings Americans have left. The other answer--our government lending the money to itself--will destroy the value of the dollar, and that wouldn't help too many people, either (except debtors--it would help debtors because they will be able to repay nominal debts with toilet-paper dollars.
For now, the money we're borrowing is coming from somewhere, thankfully. But it's not coming from China, which has funded our spending for most of the past decade. Barney Frank is no stranger to scandal. As you may recall, Judicial Watch uncovered documents proving that Frank was well aware of massive problems at Fannie Mae and Freddie Mac, even while he blocked attempts by Congress to rein them in. Frank, of course, has been the beneficiary of tens of thousands of dollars from the two mortgage giants over the last decade in campaign contributions, which might help explain why he allowed the Fannie and Freddie to run wild.
(As you may recall, just weeks ago, Frank called on Fannie and Freddie to relax mortgage standards yet again, even though such risky lending practices facilitated the collapse of the economy.)
Now there is a fresh influence peddling scandal brewing, this time involving the allocation of funds from TARP (Troubled Asset Relief Program).
According to this report from USA Today "Demand Rises For Publicly Funded Burials" that could be quite a Tab for the Living to pick up with obama's death care. Through the generations no one I know of (speaking family wise) would have thought to pass that burden (something that is oppressive or worrisome) onto their own children people made arrangements for their demise. Leaving the bill for government would mean your children, grandchildren would now have to pick up the Tab to bury complete strangers.
