The WHO is part of the United Nations that has treaties with the US and its policies have the potential to be enforced. Critics consider the WHO to be a captured organization doing the bidding of its donors.

The WHO Foundation also launched the Global Health Equity Fund investment vehicle last year. It will be run by the Israeli-venture group OurCrowd and seeks to raise $200 million to invest in "breakthrough" technologies for health care and in industries that impact health, like energy and agriculture, which are essential for living.
