US President Joe Biden has praised his country's vaccine rollout and pitched a recovery program in his first address to Congress.

Mr Biden says each part of the $2.3 trillion spending package will create jobs. He has also reminded Americans not to let their guard down against the COVID-19 pandemic, and to get vaccinated.
