Navy Capt. Maureen Pennington stated that he reviewed the investigation into the nurse and recommended that an administrative review, also known as a Board of Inquiry, take place to decide whether the official should be allowed to continue his Navy career. The decision to pursue an admin review as opposed to a court martial will allow the military to keep the details private. The nurse is a Navy lieutenant whose identity is currently unknown to the public. He apparently became a conscientious objector shortly before July 4th and refused to continue force feeding detainees.
