It’s placed on a seedy strip called “4th Plain” in Vancouver, WA, right down the street from a park where former homeowners squat in tents and bedrolls at night after a long day of digging pop cans out of garbage bins and begging for change on the freeway. I went out to snap this picture of it and found a cop in an unmarked car waiting to give someone a ticket. After I took a couple of pictures he hastily made off.
