Holder Overrode Ruling That D.C. Vote Bill Is Unconstitutional

Justice Dept. lawyers concluded the historic D.C. voting rights bill pending in Congress is unconstitutional. But Attorney General Holder who supports the measure, ordered up a second opinion and determined that the legislation would pass muster.
