With experience in both corrections and substance abuse counseling, Patrick Heintz has worked with incarcerated populations for over 20 years. Beginning as a child care worker in a maximum security Department of Youth Services facility, he spent the majority of his career at the Hampden County Sheriff's Department as a counselor/corrections officer.
As a substance abuse counselor licensed by the State of Massachusetts working in a variety of corrections settings, he was witness to what he calls the "revolving door and intergenerational nature of the offender population". Patrick explains, "Early on in my career, it became apparent that to a large extent, this revolving door phenomenon was a direct result of the prevailing laws associated with the war on drugs. It became a daily frustration that no matter how service-oriented and well intentioned treatment attempts were in a corrections setting, nonsensical drug laws such as mandatory minimum sentencing, school zone violations and other punitive consequences of drug arrests kept us from being optimally effective."
As a human service worker in corrections, it was obvious to Patrick that substance abusing and addictive personality disorders were more mental health issues than a law and order problem. He experienced an avalanche of realizations upon first hearing a LEAP presentation where the speaker pointed out that after 40 years of being at war with drugs, the percentage of the population abusing drugs remains at approximately the same level as in 1971, when the war on drugs began. Patrick contends that "Sociologically there will always be deviations from the norm including substance abuse, but they cannot be legislated or enforced away."
Patrick joined LEAP in 2011. He is an avid golfer.

Canada has just approved prescription heroin

OTTAWA — The Canadian government has quietly approved new drug regulations that will permit doctors to prescribe pharmaceutical-grade heroin to treat severe addicts who have not responded to more conventional approaches.
The move means that Crosstown, a trail-blazing clinic in Vancouver, will be able to expand its special heroin-maintenance program, in which addicts come in as many as three times a day and receive prescribed injections of legally obtained heroin from a nurse free. The program is the only one of its kind in Canada and the United States but is similar to the approach taken in eight European countries.
The move by Prime Minister Justin Trudeau's government last week is another step in reversing the policies of the previous government, run by Conservatives, and taking a less draconian approach to the fight against addiction and drug abuse.
In April, the Trudeau government announced plans to legalize the sale of marijuana by next year, and it has appointed a task force to determine how marijuana will be regulated, sold and taxed. The government has also granted a four-year extension to the operation of Insite, a supervised injection site in Vancouver where addicts can shoot up street-obtained drugs in a controlled environment. The previous government had tried in vain for years to shut down that clinic.

The latest decision means that any physician in Canada can now apply to Health Canada for access to diacetylmorphine, as pharmaceutical-grade heroin is known, under a special-access program. The government says that this kind of treatment will be available for only a small minority of users "in cases where traditional options have been tried and proven ineffective" and that it is important to give health-care providers a variety of tools to face the opioid-overdose crisis.
Scott MacDonald, the lead physician at the Crosstown Clinic, welcomed the federal government's decision. The clinic, which is funded by the British Columbia provincial government, opened in 2005 to conduct a clinical trial of prescription heroin and has operated ever since. It provides diacetylmorphine to 52 addicts under a special court-ordered exemption but expects that number to double over the next year if supplies can be obtained. The court order came after a constitutional challenge of a 2013 effort by the previous government to stop distribution of the drug.

Judy A. Mikovits, PhD has spent her life training to be a research scientist to honor her grandfather who died of cancer when she was a teenager. Dr. Mikovits earned her BA from University of Virginia and PhD in Biochemistry and Molecular Biology from George Washington University. In her 35-year quest to understand and treat chronic diseases, she has studied immunology, natural products chemistry, epigenetics, virology and drug development. In just over twenty years she rose from an entry-level lab technician to become director of the lab of Antiviral Drug Mechanisms at the National Cancer Institute before leaving to direct the Cancer Biology program at EpiGenX Pharmaceuticals in Santa Barbara, California where she had met and married David Nolde in 2000. There in 2006, she became attracted to the plight of patients with Chronic Fatigue Syndrome and Autism. In only five years she developed the first neuroimmune institute from a concept to a reality and is primarily responsible for demonstrating the relationship between immune based inflammation and these diseases. She has published over 50 scientific papers.

On July 22, 2009, a special meeting was held with twenty-four leading scientists at the National Institutes of Health to discuss early findings that a newly discovered retrovirus was linked to chronic fatigue syndrome (CFS), prostate cancer, lymphoma, and eventually neurodevelopmental disorders in children.
When Dr. Judy Mikovits finished her presentation the room was silent for a moment, then one of the scientists said, "Oh my God!" The resulting investigation would be like no other in science.

About 50 minutes in, Patrick comments on the benefits of living in society. Thomas PaIne commented on that topic in his "Common Sense". Paine's comments follow: In order to gain a clear and just idea of the design and end of government, let us suppose a small number of persons settled in some sequestered part of the earth unconnected with the rest, they will then represent the first peopling of any country, or of the world. In this state of natural liberty, society will be their first thought. A thousand motives will excite them thereto, the strength of one man is so unequal to his wants, and his mind so unfit for perpetual solitude, that he is soon obliged to seek assistance and relief of another who in his turn requires the same. Four or five united would be able to raise a tolerable dwelling in the midst of a wilderness, but one man might labour out the common period of life without accomplishing anything; when he felled the timber he could not remove it; hunger in the mean time would urge him from his work, and every different want call him a different way.
