Most of us out here in the public don't get it yet. If there happens to be an honest person in a high position in Government, and if he wants to do the right thing one time, he is threatened with assassination if he decides to do what is right. The threat is, of course, couched in certain wording that can be interpreted as nothing more than a request, if made public. But everybody knows what it really means... everybody who looks, and thinks about it a little.
