The House Financial Services committee voted moments ago to ban pay practices at financial firms that encourage "inappropriate risk," one of the government's boldest moves into the private sector.

And, preytell, how many millions would be the cap? This is funny that they've come up with this at the same time that MSN Money published an article disclosing the fact that Citicorp is set to give out 1 million bucks in bonuses to ONLY ONE of its execs.
