BIS Working Papers
Written by Donna Hancock Subject: Bank of International SettlementsBIS Working Papers No 1117 PDF
BIS Working Papers are written by members of the Monetary and Economic Department of the Bank for International Settlements, and from time to time by other economists, and are published by the Bank. The papers are on subjects of topical interest and are technical in character. The views expressed in them are those of their authors and not necessarily the views of the BIS.

Seems to me that the theme of what they are saying is, decentralization avoids lies completely. Then they are saying that you need properly controlled and used lies to make things work properly. Revelations in the Bible shows the people who are not going to make it into Heaven. Revelation 22:15: "For without are dogs, and sorcerers, and whoremongers, and murderers, and idolaters, and whosoever loveth and maketh a lie."
