California Governor Gavin Newsom is proposing a 28th Amendment to the U.S. Constitution to restrict gun ownership, following a record year of mass shootings.

The Democrat's plan would leave the 2nd Amendment unchanged and 'respect' America's 'gun-owning tradition'.

But he has demanded 'common sense constitutional protections and gun safety measures that Democrats, Republicans, independent voters, and gun owners overwhelmingly support'.

It would include 'universal background checks, raising the firearm purchase age to 21, instituting a firearm purchase waiting period, and barring the civilian purchase of assault weapons.'

All of those are hot political topics that have divided Congress as well as state legislatures. They haven't been able to clear Congress, where Republicans have successfully filibustered gun control measures in the past,
