Prior to 2015, David Frodsham was a top civilian official at Bagram airbase in Afghanistan. He was sent home after multiple complaints of sexual harassment. The officer sending him home was emphatic that he shouldn't receive another post but should instead be punished. But that recommendation was ignored. Instead, the Army just memory-holed his misconduct, and let him rejoin the Network Enterprise Technology Command, which is the Army's big fancy name for their civilian I-T department.

Because the Army did nothing, Frodsham was free to immediately get back to his demonic perversions. In spring 2016 Frodsham was arrested in Arizona as the leader of a child sex ring. David Frodsham and his wife were allowed to adopt and then sexually abuse three children, plus a whole raft of foster children in their home as well.

Devani was taken from her birth mother because the mother was struggling with drug addiction and a bad relationship with the girl's father, although at the time Devani was removed her mother was clean.
