The draft proposal, released Monday evening, also includes a tax on new car and bicycle sales, and new tolls on Interstate 5 in the Portland area.

"If we want to solve the transportation problems that the people told us they want solved, this is what gets us there," Sen. Lee Beyer, D-Springfield said. "This is the minimum that gets us there and keeps the roads from failing, gets at the bridges, gets at the seismic issues."

Beyer co-chairs the Joint Committee on Transportation and Modernization, which has been working for a year on the issue.

Monday was the first time the full committee saw the draft proposal, which was put together by the four committee leaders from recommendations by five committee workgroups.
