You are correct in part. There was no headline. It was added in afterwards with a blue-screen effect.
The headline is false. To be correct, replace the word "Sues" with "Says He Is Preparing To Sue". Big difference. Since the "Truth Activist" wasn't mentioned by name by Mr. Beck, the suit, if it is actually ever filed, will most likely be thrown out with a summary judgement. And the "Truth Activist" should consider the possibility that he'll be paying Fox News lawyers' fees because the suit could be judged frivolous.
