Gun Control: In a case headed for the Supreme Court, a three-judge panel rules Chicago's gun ban constitutional since the 2nd Amendment doesn't apply to states and cities. High court nominee Sonia Sotomayor concurs. Those Pennsylvania townsfolk bitterly clinging to their guns may have been premature in celebrating the decision in D.C. v. Heller that the 2nd Amendment to the U.S. Constitution does indeed guarantee an individual right to keep and bear arms.

Constitution of the State of Illinois ARTICLE I BILL OF RIGHTS

SECTION 22. RIGHT TO ARMS

Subject only to the police power, the right of the individual citizen to keep and bear arms shall not be infringed.

Ok citizens of Illinois, if the state says the 2d Amendment of the US Constitution does not apply to the State then take the fight to the State Court.

Essentially the State is saying it is a jurisdictional application. So put the fight in the Court that the State is saying would have Jusrisdiction of the matter of the Right to Bear Arms. The State Supreme Court of Illinois.
