A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

When you get right down to the legal definitions, only government people are the public. They think the rest of us are, or are also, because government agreements that we have signed seem to say that we are. Of course, since they clouded that fact at the time of signing the agreements, UCC law nullifies the agreements.
