Because we are not supposed to be US citizens. There weren't any US citizens at the time before the 14th Amendment. But what to do with the slaves freed in the Civil War? After all, can't just kill them. Make an Amendment so that they can become citizens of the United States. The 14th Amendment. Then talk as many people as possible to stop being State citizens, and become US citizens instead.
