The President and a majority of both houses of Congress or 2/3 of both houses of Congress could abolish it. Five members of the US Supreme Court could abolish it by ruling that it is unconstitutional, which it obviously is. The fact that it still exists indicates that they want it to do so. Therefore, they must be replaced when they are eligible for election again or, in the court's case, when Congress impeaches them and removes them from office.
