The misconduct is in Ross's attorneys. Why? Standard law states that there has to be injury to someone before a person can be convicted. In addition, the injury has to be shown to be real. It can't be some little injury like stepping off the sidewalk and crushing somebody's grass. Then, there has to be enough evidence to prove that it was Ross who did the injury - witnesses and evidence. Then, there has to be a chance given to Ross to monetarily pay for the injury. Nobody came forward with an injury. No injury, no conviction. Ross's attorneys are screwing Ross by not bringing this out into the open.
