Actually this was possibly decided decades (late 70s or early 80s) ago by the US Supreme court regarding off campus (unofficial) college newspapers being distributed on campus.  Bottom line, a public funded campus cannot treat a publication any differently than its own publications including allowing distribution boxes next to their distribution boxes.  Might have even been a Univ of AZ case.
