Closing down public indoctrination camps? Failing to provide adequate luxuries and conveniences, even at extortionate prices? That's not just a sign of collapse, it's shooting oneself in the foot. A whole generation of youth grown up with 10-20% less time spent being brainwashed into supporting an evil tyranny is a generation just that much easier to wake up. A whole pile of people who now have to rely on private companies to provide services they expected to be handed for "free". Sounds like victory to me.
