How about decriminalizing of drug cases, especially marijuana ?? Perhaps also decriminalizing other victimless “crimes” such as prostitution ?

That long list of solutions is beside the point. About 80% of them (or more) simply don't need to be there.

lawyers consider them as job security. it is the lawyers that legislate more laws that can be used to prosecute and jail more profit-fodder---and more expense in police action, jail facilities and employees, court expenses, probation agents, etc. for the taxpayers to pay.
Perhaps Shakespear had it right: "First, we must kill all of the lawyers."
