If you want to fix population and scarcity issues you'd be better served attacking religions like Catholicism and Environmentalism first. Industrialism (another religion, really, in the sense of being a belief system based in old superstitions rather than facts) is already on its way out because it failed to deliver what it promised. For everything else the ideology is guilty of it has actually reduced fertility rates though, so it's not your chief enemy here.
