What was the purpose of statutes of limitations in the first place?   

Oh yeah, that is right, to assure those accused by the state of a crime had the ability to gather evidence and find witnesses that might exonerate them, when such would evaporate after a time.  Boy, that sure is convenient for the prosecutors isn't it?
