They are there for a reason by military standards, so let them rot.

Is this the American standard now?  Imprisonment without trial, without proper sentencing, a country where guilt is determine by a very few, a few who can not be questioned or be held accountable for their actions?

We have become the nightmare we once condemned before God and the world, and went to war with.   Very well, now let those cowards who want such a country raise up again the broken cross and kneel to your new master; fear.

"too difficult to prosecute but too dangerous to release" This is not legal, according to the United States Constitution. No person, not any President, can make such a judgment about any human being without becoming a criminal. If the Federal Government is criminal, why should I obey or respect any Federal Laws?
