A Government's primary function is to provide the people with safety and health, ie. Police, Fire, Garbage/Sewage, Water - all other programs are also-rans and give-aways. Cutting back on any of these primary departments at first is gross incompetence at best and criminal fraud at worst.
There is one positive that might come from this; in 1974 the Albuquerque Police went on strike with all but nine officers and management walking off the job. It was short lived but the crime rate in that city went down by over 40%. The reason? - as explained by one seasoned burglar to this poster, "...the fu&*ing citizens got their guns out, man!"
