I should clarify: He is correct in that lightening up both the roadways and rooftops in many sunbelt states will reflect more heat back into space. What he did not mention is infrared reflective additives can be added to increase this. The roof times would actually last longer, and so would tires since the roads would be cooler. In northern states you would not want to do this as it would increase heating bills.

Where he is wrong is in believing any government has the legitimate power to demand this. But then he has taken a government paycheck all his life....
