Well you have to really read between the lines on this story, but it appears to me that this guy (?) acting as a principal, confiscated a cell phone from one student that used it to take an "inappropriate" photo (upskirt?) of another student. And what the deputies/ prosecutors are angry about or see an opportunity about is his deciding to handle the matter in house, rather than getting a student in further trouble by making a offense out of it. Of course the prosecutor figures it is a slam dunk.
