The under aged writer of this featured report needs to return to school and re-take Statistics 101

No where in the report can I see any indication that a) the net increase or decrease in population within that cohort group was accounted for in the raw data; and b) I can see not accounting for the massive increase in laws which has occurred since the mid-1970's which would account for a greater proportion of individuals within the study cohort being incarcerated.

Bottom line? This is a lousy "report" and is meaningless - except to a "scholar" who graduated college sometime post 9/11
