Government folks need all kinds of prosecutions for their quotas. Government is not prosecuting the human being. Government is prosecuting some form of artificial entity. But, when a human accepts (knowingly or unknowingly) the responsibility for the artificial entity, the human becomes liable for the entity's liabilities.
