Since that time, over 30 years have past, the number of agents has gone up by a factor of ten, funding has increased enormously for Border enforcement, and technology has vastly increased the ability of the Border Patrol to monitor the border.
Nonetheless, you indicate there are still somewhere between 12 million and 20 million illegal aliens in the country.
As such, your premise seems to be wrong. Bush hasn't been responsible for a vast increase in the number of illegal aliens in the country. It's been this way for decades despite throwing more and more resources and man-power at the problem.
There's a definition for insanity that goes something like this - 'Insanity is doing the same thing over and over again and expecting a different result...'
