Rights not given to Government through the Constitutions are reserved for the people. The only authorization for Government is the Constitutions. Government people acting in official Governmental capacity, yet outside their governmental authority, are acting criminally by not adhering to their oath of office. This is treason. There is no amendment against Cannabis. Anti-Cannabis laws are Constitutionally illegal. Government authorities upholding anti-Cannabis laws are acting against their Oath of Office to uphold the Constitutions which allow freedom for the people. This is the worst form of treason - breaking the solemn trust that the people have in them (officials) to uphold the freedoms and limitations as recognized by the Constitutions. Such government people should be brought to trial, convicted and executed for breaking their Oath of Office and destroying the Constitutions of the country, the foundations of freedom.
