Seems like more and more, the government is defining words and terms to mean specific things that the people don't understand that they mean. Looks like we are all going to have to preface everything that we say and write - especially in regard to contact with government - that whatever we say and write only means what we want it to mean, and doesn't mean anything that government says it means, except that we explicitly say that it does. Might even be best to file paperwork stating this with the government and the clerk of the court where we live, and place an ad in the business newspaper for our State or locality, leaving the ad in there for several months.
