Russia's Sought Security Guarantees from Hegemon USA

Core worldviews of Russia and the US-dominated West are worlds apart.

While East/West war is unlikely, it's ominously possible by accident or design.

The risk of what's unthinkable is because of hegemon USA's megalomaniacal rage to control and exploit planet earth, its resources and populations — by whatever it takes to achieve its aims, including brute force.

Global war 3.0 is also possible because Western and other states bow subserviently to the will of their higher power in Washington — even at the expense of their sovereign rights and interests.

Russia prioritizes peace, stability and cooperative relations with the world community of nations.

To avoid unthinkable war, it seeks security guarantees from hegemon USA — knowing whatever its ruling authorities and other Western states agree to won't be worth the paper it's written on.

That said, below is what the Kremlin proposed between the Russian Federation and US-dominated NATO.

On December 15, Russia gave a Biden regime official "draft documents on legal security guarantees" it seeks from US-dominated NATO.

Calling for "improve(d) (East/West) relations and deepen(ed) mutual understanding," it urged a commitment by both sides to no longer "consider each other as adversaries," stating:

"The parties shall settle all international disputes in their mutual relations by peaceful means and refrain from the use or threat of force in any manner inconsistent with the purposes of the United Nations."

They shall not "create conditions or situations that pose or could be perceived to pose a threat to the national security of other parties."

"(H)otlines" should be created for emergency contacts between both sides as needed.

"The parties shall maintain dialogue and interaction on improving mechanisms to prevent incidents on and over the high seas (primarily in the Baltics and the Black Sea region)."

Both sides should cooperate to prevent potential clashes on or above these waters.

They should agree on maintaining enough separation between their warships and aircraft to avoid possible confrontational incidents. 

They should "exercise restraint in military planning and conducting exercises to reduce risks of eventual dangerous situations in accordance with their obligations under international law…"

The above should be "includ(ed) in intergovernmental agreements on the prevention of incidents at sea outside territorial waters and in the airspace above, as well as in intergovernmental agreements on the prevention of dangerous military activities."

"(T)o exclude incidents, (Russia and NATO nations) shall not conduct military exercises or other military activities above the brigade level in a zone of agreed width and configuration on each side of the border line of the Russian Federation and the states in a military alliance with it, as well as parties that are (NATO) members…"

Both sides shall "regularly and voluntarily exchange assessments of contemporary threats and security challenges, inform each other about military exercises and maneuvers, and maintain provisions of their military doctrines."

"The parties shall refrain from deploying their armed forces and armaments, including in the framework of international organizations, military alliances or coalitions, in areas where such deployment could be perceived by the other party as a threat to national security, with the exception of such deployment within the national territories of the parties."

Hegemon USA shall refrain from "further eastward expansion of (NATO)."

It shall "deny" admittance of former Soviet Republics to the alliance — notably not Ukraine and Georgia, both nations bordering Russian territory.

NATO member states "shall not conduct any military activity on the territory of Ukraine as well as (in) other Eastern Europe (states), the South Caucasus and Central Asia."

"The draft agreement…obliges Russia and the (US) not to use the territory of other states with a view to preparing or carrying out an armed attack against the other party or other actions affecting core security interests of the other party."

It calls for Russia and the US not to deploy ground-based missiles — banned by the Trump regime-abandoned INF Treaty — "outside their national territories, as well as in areas of their national territories from which such weapons can attack targets in the national territory of the other party."

It calls for both sides "to commit to the principle of the impossibility of unleashing a nuclear war, urging the sides to reaffirm that a nuclear war cannot be won and must never be fought, and…make every effort to prevent the risk of outbreak of such war among states that possess nuclear weapons."

On Friday, Biden regime spokeswoman Psaki acknowledged receipt of Russia's proposal, adding:

"(W)e're discussing (it) (sic) with our European allies and partners."

The above is code language that refers to orders by hegemon USA to its subservient vassal states on Russia's proposal.

An unnamed Biden regime official reportedly said that the White House will "be in touch with the Russian government on next steps soon."

Separately on Friday, Russian Foreign Ministry spokeswoman Maria Zakharova said the following:

"The US side was given the necessary explanation in detail on the logic of the Russian approach in detailed form…"

"(C)orresponding arguments were presented."

"We expect (that hegemon USA) will soon enter into serious negotiations with Russia on the critical issue of maintaining peace and stability."

Sergey Lavrov earlier said Moscow does not "have any relations with (US-dominated) NATO."

Responding to German foreign minister Annegret Kramp-Karrenbauer's call for NATO to contain Russia, Lavrov added: 

"(D)isagreements that we have are from the sphere of ideology."

"Who is the first to rule the world.  This is what we hear…from NATO" regimes. 

"We believe that we need to focus on reality."

"Whereas NATO's imagination stretches toward 'containing' Russia, preparing for attacks on Russia…these (notions) are all fantasies."

Kremlin spokesman Dmitry Peskov stressed that Moscow prioritizes cooperative relations with NATO states, adding:

Its good faith outreach is always in vain because the other side refuses to reciprocate in the interest of maintaining peace over the risk of the other way around.

A low-point in East/West relations followed phony accusations of mobilized Russian forces along Ukraine's border with intent to invade — by Biden regime hardliners and their NATO counterparts.

Among the world community of nations, there's no ambiguity about Moscow's worldview and peaceful geopolitical agenda.

Its ruling authorities prioritize peace and cooperative relations with other nations — posing no threat to US-dominated NATO, Ukraine or any other countries.

Phony claims otherwise reflect longstanding hostility by Washington toward nations free from its control.

Wanting them co-opted as vassal states risks setting the world ablaze a third time in over a century with possible use of super-weapons able to end life on earth if used in enough numbers.

A Final Comment

Days earlier, Russia's envoy for arms control talks Konstantin Gavrilov said the following:

"We will not tolerate attempts to test our security." 

"If the US and NATO do not respond to Russia's demand for security guarantees, our response will not be long in coming."

"We don't rule out a new spiral of confrontation in Europe."

"The conclusion" to be drawn from hegemon USA-dominated NATO's refusal to reciprocate in kind to Moscow's diplomatic outreach in the interest of world peace "is obvious."

Their ruling regimes "have malicious plans against the Russian Federation."

"It's obvious to us that the course toward the absorption of Ukraine and Georgia by this bloc will entail the appearance there of offensive missile systems" targeting Russia's heartland. 

"Such irresponsible behavior creates unacceptable threats to the national security of our country and stokes serious military risks for all sides."

Gavrilov appears to understand that only language hegemon USA understands is toughness.

Dealing with its dominant hardliners diplomatically is a colossal waste of time when undertaken.

Regardless of how the Biden regime responds to Moscow's sought security guarantees, its diplomatic outreach is highly likely to achieve nothing positive like virtually always before in dealings with the US-dominated West.

The bottom line is clear.

Protecting its security demands toughness over diplomacy — short of launching war Russia clearly wants avoided.
