Black Portland woman, 23, 'with history of anti-Asian attacks' is arrested for shoving...

A top Japanese diplomat has been attacked in Portland by a homeless black woman with an alleged history of violence against Asian people.

Yuzo Yoshioka, 62, the consul general in Portland's Consular Office of Japan, was 'jumped' by Arissa Jean Minyonne Robinson, 23, in a random attack in Oregon's crime-ridden capital, court records allege.

The diplomat was hospitalized with a head injury after the attack on June 17.

Court filings allege the assault was 'part of a broader pattern' by Robinson of targeting Asian people. She is also accused of battering a 76-year-old Asian man in August 2022.

The incident involving Yoshioka, who met with Portland's police chief in May to discuss the safety of Japanese nationals, is the latest to blight the ultra-liberal enclave that's plagued by homelessness, crime and drug-taking.

Voters recently agreed overwhelmingly that homelessness had become an 'out-of-control disaster' and urged officials to fix the crisis, which has caused makeshift encampments to spring up across the city.

City officials recently unveiled plans to hand out aluminum foil and straws to fentanyl smokers in the latest attempt at 'harm reduction' in the city.

Yoshioka was attacked in the area of Southwest Park Avenue and Oak Street. Court records say he was 'shoved' by Robinson and fell to the ground, banging his head on the sidewalk.

A responding officer observed 'a lot of blood running down the back of the victim as they were assisted by medics'. 

A witness said the diplomat 'just went down... it looked pretty bad'.

Police found Robinson hiding out in a nearby tower block. She is charged with felony bias crime and fourth-degree assault.

In another attack in August last year, Robinson allegedly crept up on an elderly Asian man and 'struck him in the head repeatedly... then placed him in a chokehold, cutting off his air supply and preventing him from yelling'.
