In 2001, one man penned a manifesto suggesting that if at least 20,000 libertarians committed to relocating to one state, they could make a political impact. The movement, known as the Free State Project, gained traction and members ultimately chose New Hampshire. It's a migration decades in the making and now Free Staters are shaking up politics and local communities.
