The EO is tectonic in that it aligns and mandates all agencies "to coordinate a whole-of-government approach to advance biotechnology and biomanufacturing… to help us achieve our societal goals."

What "societal goals"? This phrase is used no less that SIX times in this document. Section 8 states that the "societal goals" are identified in Section 3, but upon examination, only recursive goals are found there, ordering agencies to create reports to submit to higher levels. For instance, Section 3(v) states the purpose is "to address the societal goals identified in this section." 

But the only goals here are to create reports. Section 3(i) is apparently one of those goals:

The Secretary of Health and Human Services (HHS), in consultation with the heads of appropriate agencies as determined by the Secretary, shall submit a report assessing how to use biotechnology and biomanufacturing to achieve medical breakthroughs, reduce the overall burden of disease, and improve health outcomes.
