Actually, Biden's plan is the fulfillment of a generations-old plot run simultaneously through the Soviet Union infiltration practices into many American institutions. You may have noted that the country is increasingly being run by administrative organizations such as the EPA which bypasses Congress.Many Soviet defectors have written books on this strategy. The Soviets had many allies of American communists (most are Democrats) inside organizations like the State Department and the FBI.
