The Vaccination Credential Initiative (VCI) is behind SMART Health Cards that are vaccine passports that have already been implemented by 25 US states. VCI was created by the MITRE Corporation, which is funded by the United States government. VCI's members include Google, Amazon, dozens of insurance companies, hospitals, "bio-security firms" and many major universities in the US. While the Biden administration has said it wouldn't issue digital vaccine credentials, corporate giants partner with government and serve as fronts for government programs. Microsoft, Google et al. take government money to help create the tech, they then run the program, harvest and store the data, and make it available to the government when they want it.
