When you do read the article, you'll see that it is an obvious limited hangout—that is, the deliberate revelation of some information in order to prevent the discover of other, more important information. This observation tells us two things:

That there is novel and compelling information about the CIA's covert propaganda programs contained in the article; and
that that novel and compelling information is not the whole story.
