President Donald Trump is fulfilling a promise to his Christian supporters to deny certain federal funds to abortion providers. His proposed rule change to Title X of the Public Health Service Act (PHSA) would take an annual $60 million payoff from the coffers of Planned Parenthood and other abortion providers.

"The Administration's announcement today of a proposed rule on Title X family planning program fulfills President Donald J. Trump's promise to continue to improve women's health and ensure that Federal funds are not used to fund the abortion industry in violation of the law," the White House announced.

Title X was passed by Congress in 1970 to provide family planning assistance to Americans. This was passed before Roe v. Wade (1973) permitted abortions to take place across the country. Since then, a bitter partisan war has been waged over Title X funds. The Reagan administration made regulations denying these funds from being funneled into the abortion industry, but by the time of Clinton's presidency, those rules were reversed.

According to a Weekly Standard report from 2011, the Clinton-era rules have led to Title X programs being run right out of abortion clinics. This abuse, designed as a kickback for long-time Democratic donors in the abortion industry, is finally being reversed by the Trump administration.

"The President is pleased to support the proposed rule from the Department of Health and Human Services (HHS), which would update the regulations governing the Title X family planning program," the White House said in an announcement.
