All that was necessary was for Bob to come within visual range of either Sergeant Joseph Patnode or Officer Kasey Hughes, who had filed petitions accusing Bob of "stalking" them. Those orders were issued in an illegal ex parte proceeding, and resulted in Bob being arrested on two separate occasions....
