It's called the Jet Capsule, and even its creator Pierpaolo Lazzarini admits that it looks a lot like something straight out of sci-fi. Lazzarini also envisions his creation to function in much the way a shuttlecraft does in the world of Star Trek.

"[It's] a boat small enough to be easily maneuvered, yet spacious enough to take a handful of friends out for drinks, over to a port for an evening’s entertainment."

What he's basically describing is an aquatic version of, say, a Type 6 shuttlecraft. And the similarities don't end with intended use.
