The FBI will not say what it is investigating at Tempe City Hall that caused agents to detain workers for a number of hours inside the building beginning Thursday morning.

About the time City Hall, 31 E. Fifth St. opened, FBI agents in partnership with Tempe police entered the building, had workers pull the curtains and asked them to turn off their cell phones.
