Arizona - with federal and private help - needs billions of dollars of infrastructure investment in the next few decades to create a sustainable, competitive economy.

That message was delivered to about 400 political, business and community leaders Wednesday in Tempe - of the first major public discussions of proposed "legacy" projects aimed at creating an economy for a state that has been historically prone to housing-related slumps.
